If the compiled-in default httpd.conf configuration file is
not relative to the compiled-in server root, httpd_monitor
fails to open the config file, and exits.

Edit httpd.h to set the location of httpd.conf to an absolute path.

Make httpd_monitor check for a leading / on the httpd.conf location
before prepending the default server root
