     Adding a .cgi handler fixed the problem.  Other cgi scripts worked for
me only because they were in a different cgi-bin directory.  This cgi
failed because it was in a directory along with .html files, so the lack of
a handler caused it to be treated as a plain file.
     Thanks.  It is now working fine.

might also need to setup .pl extension similarly, to
