See the section on Patches at http://xml.apache.org/source.html.
Basically, you make the changes, do a diff against either the CVS
repository or a copy of the file you started with, then post the diff
output as an attachment to an e-mail on this list.

If you do not have CVS, you can get it at http://cvshome.org/.  If you
are on a Microsoft platform and do not have diff, my personal
recommendation is UnxUtils, which has moved to sourceforge:
http://unxutils.sourceforge.net/.
