UDDI is a registry, not a repository. It's not designed to be a data
store for WSDL and other metadata. Scout implements the Level 0 aspect
of JAXR (i.e., UDDI) -- not Level 1 (i.e., ebXML RegRep, which is both
a registry and a repository).
