Sorry, this has been reorganized. The viewcvs link is now
http://svn.apache.org/viewcvs.cgi/webservices/commons/modules/util/
A snapshot jar file is available from
http://cvs.apache.org/maven-snapshot-repository/org/apache/ws/commons/ws-commons-util/1.0-SNAPSHOT/
I'll see that I get the links in the site fixed.
