Found Runtime, but looks like it's a depricated class.  What are we supposed to use instead?
 Properties?

Yep, when running as a web app.

Nope, when running the same code as a standalone batch job.

When standalone, all I do is make sure my working directory is above 
WEB-INF, and

        Runtime.setProperty(Runtime.FILE_RESOURCE_LOADER_PATH, ".");

        Runtime.setProperty(Runtime.VM_LIBRARY, 
"WEB-INF/VM_global_library.vm");

        Runtime.init();
