Thanks for your response.

I too am trying to avoid coding it by hand as this problem is easily solved
by templating it via Velocity.  Believe me I wish I was not involved in the
COBOL code, but sometimes in this world you have to do things you do not
like. :-)

I just figured out my problem, I was not explicitly flushing and closing the
output stream, therefore some characters were getting missed.  Once I did
that it worked like a champ.

for me.

Weird. Doesn't happen for me with an empty context.

So... you didn't give us much to go on.

What's in the velocity log? 
What version are you using? 
What are you putting into the context? 
How are you evaluating the template?
Why COBOL? (Just kidding :)
