Nevermind, I got the latest jar file, it has it.

I already followed these instructions and I also extracted the jar file,
velocity-tools-view-0.4.jar and the VelocityViewServlet.class file is
there but the VelocityLayoutServlet.class file is not.

Should be quick and easy, VelocityViewServlet and VelocityLayoutServlet
are
both in the VelocityTools jar :-)

Assuming you already have this jar, then to swap, just need to modify
your
web.xml file as per the instructions here:

http://jakarta.apache.org/velocity/tools/view/layoutservlet.html
