That's certainly what it looks like. 
Instead of 

#set($test = "We're not expecting it to come up this way")

they should be using 

#set($test = "We&apos;re not expecting it to come up this way")


On a related note, are there any tools or something similar to automate the
escaping of text for html in velocity? I haven't seen anything yet, but it
would help us quite a lot.
