That's not 100% true.

You can make macros change - however you have to have the properties set

The relevant properties are :

velocimacro.permissions.allow.inline - default true - default *FALSE*

velocimacro.permissions.allow.inline.local.scope - default false

The 2nd is the important one.  Set that to true, and then your inline
definitions can replace the global ones.  If you have a library, just
get velocity to parse again the library - no need to dump the server.
