Actually, not, because WM eats white space preceding directives.  This was 
to allow people to do
#if (blah) {
stuff
#else
more stuff
#endif

putting the directives on their own lines (for readability) without 
introducing extra white space/newlines in the output.

It was to be nice to the HTML people who wanted to do
   <A HREF="something#anchor">
without making them quote the # character.
