Above was solaris.
If I use, jdk1.3.1_03 on x86 linux, problem is present.

Now looking deeper. It looks like velocity is initialized, twice. There is a 
velocity.log in the directory that I started tomcat from, and there is a 
velocity.log in the webapp.

The log in the directory where I started tomcat from, is the one with 
the "cannot find template 'foo.vm'" 

On the system that works, there is only one velocity.log, and that is in the 
webapp directory.
