Subject Pluggable directives

There doesn't appear to be any mechanism by which an application can add
its own pluggable directives to Velocity.

RuntimeInstance.initializeDirectives() loads the directives.properties
from its local class loader and sets up the directives hashtable that is
passed to the parsers later in initializeParserPool().

While it may be possible to insert an
org/apache/velocity/runtime/defaults/directives.properties into the
classpath ahead of the one provided by Velocity, it's tricky and seems
like a questionable approach.

Perhaps some mechanism for specifying additional directives to be loaded
via the velocity.properties file is in order?
