Since you don't want to use a tool in the context, yes. :-)

    $import.file("footer.vm")

If you want that to look like a # instead of a $, you could wrap that in a
global velocimacro:

#macro (import $file)$import.file($file)#end

Which would give you:

    #import("footer.vm")

All without having to add another directive to Velocity.

Of course, this is a different train of thought than what Webmacro goes with
since they don't have velocimacro's (at least the last time I checked).
