JAVA_HOME was None in that config so I set it.

That didn't fix the issue.

I looked in /etc/init.d/karaf-service and needed to set the JAVA_HOME there
too.

Changing JAVA_HOME in both places solved the problem. Probably could have
avoided this by properly setting JAVA_HOME in the first place.
