Re: the comment above, the /work/plugins I think is the "input", not the output dir.  The
site optimizer takes all the plugins it finds there and optimizes them (packs them) into the
output spot, which is specified as ${eclipseUpdateSite}/plugins  where eclipseUpdateSite is
the target/eclipse-udate-site folder.
