What should happen if a <serialzer method="binary"> is specified for a
delegate whose typesystem is not the same as the merged one, or is running
2.2.2 and doesn't support binary serialization?  Presumably we should fail
the deployment.  If the serialization method is not specified then we could
default to binary if all the conditions are satisfied, else xmi.  This would
let us gracefully add support for binary serialization of delta CASes and
parallel delegates when necessary.
