Hhmm was a while ago that we implemented it but the just of it is as
follows:

1. Add (if not already present) following pull tool to Turbine properties
file
tool.request.l18n=org.apache.turbine.services.localization.LocalizationTool

2. Resource bundles should be present under classes directory, named
according to specs, ie "en_GB.properties" and contain key/values
3. Set default localization settings to reflect names of resource bundles
4. In template text can be accessed by using one of the following
$!l18n.get($fooKeyVariable)
$!l18n.fooKey

Look at the Turbine Javadocs for the Localization stuff, we could set a
default language, browser selectable or user defined.
