You are lucky, I tackled just the same problem yesterday, and here is a

1. you have to change the file
org.apache.turbine.services.xmlrpc.TurbineXmlRpcService.java :
 new WebServer(port)  -->  new WebServer(port, address)

2. add the following to your TR.props: services.XmlRpcService.address =

What happens is the following. The WebServer binds to by default,
and not to all adapters as the doc says. So you have to pass as the
binding address to bind to everything. But even if you do pass this, it is
used only for SecureWebServer, and not for a regular WebServer, so you have
to change the code.
