Only if you are using a "ActionEvent" type action.  Then you can set the
stuff in the url:

<a
href="$link.setPage("page.vm").setAction("theAction").addQueryData("eventSub
mit_doSomething", "Something")">link1</a>

I believe you could also use addPathInfo() if you so desire...
