Yeah, homebrew has some magic for dealing with Apache mirrors:

$ ack 'closer\.cgi' /usr/local/Library/Homebrew
/usr/local/Library/Homebrew/download_strategy.rb
574:  when %r[^http://www.apache.org/dyn/closer.cgi] then
CurlApacheMirrorDownloadStrategy
