Here were my commands for Ubuntu 10.04:

# I use the commands below in cycle, that is why I do a force, clean, uninstall

apt-get install -y g++ autoconf \
        make \
        libtool \
        libssl-dev \
        tcl-dev \
        libexpat1-dev \
        libpcre3-dev \
	ccache

autoreconf -i --force
./configure --prefix=/usr/local
make clean
make
make uninstall
make install

cd ~/

# start server for test
sudo trafficserver start

# Verify processes, all 3 snippet:
# XXXX         00:00:00 traffic_cop
# XXXX         00:00:00 traffic_manager
# XXXX         00:00:00 traffic_server
ps -A

# stop server test
sudo trafficserver stop
