Yes, it's only so we can easily roll a new tar-ball.
if this one doesn't work out, we fix it, and roll 

   trafficserver-4.1.2-rc1

etc..

in the end we release

   trafficserver-4.1.2

I should update the Wiki also, or perhaps, more fittingly, put it directly in docs/
