My .02 -

IME a one size fits all replacement algorithm is a tall order. While it looks like this is
a very considered approach, there's been a LOT of research in the field about this, and doubtless
there will be more (in fact, Mozilla is just looking at new replacement algorithms themselves).

What about exposing an API for replacement algorithm plug-ins, as Squid has done?
