When org.apache.openejb.config.NewLoaderLogic.getExclusions() calls SystemInstance.get().getConf(EXCLUSION_FILE),
openejb.home has not been set. SystemInstance therefore tries 'user.directory', which in my
case was $TOMEE_HOME/bin and not $TOMEE_HOME.

Seems that this happens *before* the TomcatLoader is invoked, which does set the property
correctly. Looks like the javaagent loading is causing this behaviour at first glance.
