User could define schedule info and timezone in @Schedule annotion.

@Schedule(info = "xxx", timezone="yyyyy")

If there are no info and timezone defined in @Schedule annotation,  their default values in
timer/timerservice should be null instead of an empty string.     That is required in tck
and makes sense to me.
