Yes, with copying Log4j 1.2.x, everything seems fine.

The above means that your tomcat-users.xml file is broken (is not a valid well-formed XML

(The message does not mention the name of the file, but tomcat-users.xml is the file usually
used by MemoryUserDatabase class mentioned in the stacktrace).

The above means that Log4J library is missing in your web application.
(Log4j 1.2.x, I guess)

What is in localhost.2017-12-16.log ?
