I'm late to the conversation but can recommend tools that I use: MSYS2 (msys2.github.io) and
WinTail (tailforwindows.org). The former uses pacman as a package manager to manage grep,
sed, curl, ssh, gcc, clang, and much more and does not have the GPL restrictions that Cygwin
has. If you're behind a proxy, set http_proxy, https_proxy. The latter is a small Windows
GUI designed for viewing logs.

Sorry, i was talking about Cygwin or win32 builds in case it wasn't clear
