Read the "Specifying Security Constraints" section of the servlet spec (13.8 in the current
version) to see how to protect all resources in a webapp.  If you want to protect all webapps,
you can put the config statements in Tomcat's conf/web.xml file, and they will be automatically
included in each webapp.
