Perhaps Tomcat is down? What happens when you try to connect to
https://localhost:PORT_X/reqheader/index.html using curl or wget? OR
even OpenSSL s_client?

This is not a known issue; this is a problem with your environment.

Does this ever work? Are you saying that the connection works for some
time and then suddenly stops working?
