Just because of the log level.  The relevant code in AbstractHttp11Processor is this:

            } catch (IOException e) {
                if (getLog().isDebugEnabled()) {
                    getLog().debug(
                            sm.getString("http11processor.header.parse"), e);
                }
                setErrorState(ErrorState.CLOSE_NOW, e);
                break;
            }
If the log level were not DEBUG, the EOF would have been silently swallowed.  It's unfortunate
that the message says "Unexpected EOF" since in this case it's normal.
