Don't use JAVA_OPTS. Use CATALINA_OPTS instead. See the documentation
within bin/catalina.bat for why.

Don't use catalina.bat. Use bin/setenv.bat instead. This makes
upgrades easier because you don't have to re-patch bin/catalina.bat
with your customizations.
