You can specify your own <Loader>[1] under <Context>. Feel free to write your
own ClassLoader, but it has better implement the requirements of a web application ClassLoader.

The VirtualWebappClassLoader (as suggested by Daniel) is a special
case: it's a ClassLoader that's already been written for you. Before you write your own ClassLoader,
try VWCL and ask here if you can't get it to meet your requirements. It's easy to write your
own broken ClassLoader.
