Which version of Struts are you using?

It looks like an issue known with struts 1.3.10, did you check on struts jira?
https://issues.apache.org/jira/browse/STR-3173
(there is a snapshot of struts 1.3.11 available on that ticket).

That said , struts1 is EOL,
(http://struts.apache.org/struts1eol-announcement.html ) you really
should change the framework.
