Lots of problems - see comments inline.

I don't know if these will impact application reloading, but cleaning up 
the problems would be a good idea.

In general, don't specify docBase.

A docBase should only be used when locating an application outside of 
Tomcat's appBase (defaults to $CATALINA_BASE/webapps). Place that 
information in $CATALINA_BASE/conf/Catalina/[hostname]/[appname].xml

Please read the following:

Clean up your applications, and try this again on a clean Tomcat.
