Sure,

you can block any IP by configuring a VALVE in the main config file (server.xml) :

http://tomcat.apache.org/tomcat-6.0-doc/config/valve.html#Remote_Address_Filter


Or if you are running Linux, you can configure the IPTABLES. This one is more expensive to
do.
