1. Are any symlinks that you are using within it readable? (There is
some reason why you are using allowLinking="true"...)

2. Have you seen the "Migration guide"?

3. Maybe you can try with some simple web application that also uses Struts?

4. Configure an AccessLogValve in your web application. Does those 404
responses come from your web application?
