In 1999, Sun donated the code to the ASF which was merged with the existing Apache JServ product. The name "Apache Tomcat" didn't exist until the donation of code from Sun. 15 years ago (1997), it was called Apache JServ and it was very immature. It took until 1999 for it to be released as 1.0.
