I'm not sure how useful this comment is, but...  I also recently
posted about an app that runs fine on Tomcat 7.0.21 and dies a slow
horrible death on Tomcat 7.0.23.  It would seem that a bug was
introduced in either 7.0.22 or 7.0.23.
