You should be able to use a parametric replacement using a system
property. That way, the file is the same across all installations but
the system property can be set locally.

Something like this:

<Engine name="Catalina"
 defaultHost="localhost"
    jvmRoute="${jvmRoute}">

Then start Tomcat with CATALINA_OPTS="-DjvmRoute=galdalf" or whatever.
