There is no limitation regarding special characters.
I just have to make sure and encode my query string properly.

I do not think that there is such a limitation.

I would suggest you to try debugging it,
http://wiki.apache.org/tomcat/FAQ/Developing#Debugging

And an update to the latest 6.0.32 should not hurt.
