1. Checkout Tomcat (
2. Read BUILDING.txt
3. Build (ant)
4. Read docs (e.g. output\build\webapps\docs\index.html)
5. Edit docs (e.g. webapps\docs\index.xml)
6. goto 3

When finished, create a patch, and send it to dev list.

If contribution is bigger, it is probably  better to create an issue in 
Bugzilla, and attach patch to that issue.
