No.  The conf/web.xml file contains settings shared by *all* webapps.  The <servlet>
declaration for a particular webapp goes in that webapp's WEB-INF/web.xml file, in the directory
where the webapp resides; if it doesn't exist, create it.

That is one of the acceptable locations for the <Context> element.
