Does Tomcat have an AJP connector configured for the port the ISAPI
is expecting? Have you tried to run netstat?

  netstat -an -p tcp

There should be something listening on the AJP port, probably 8009.

Do you have a firewall that might block Tomcat?

You could post your worker.properties file to provide further
information.
