I figured that out. I had to take the sysadm2 out of sysadm2@atlow2.tdhca.state.tx.us and
it worked fine. Not sure why, but it works now. Now onto the other two applications.

Depending on the age of your ojdbc14.jar, the driverClassName may have to be "oracle.jdbc.driver.OracleDriver";
look inside the jar to see what's there.

What JNDI path is the code trying to use when it attempts to acquire a DB connection? (I
assume it's specified in the Torque config, somehow.)
