Note that client requests are for URLs, not directories; what the URL maps to may or may not
have anything to do with how things are laid out in the server's file system.  You'll need
to post specifics: the URL, the webapp's WEB-INF/web.xml, and the actual deployed file structure.
 Also, check that the Tomcat userid has access to the directories of interest.

That doesn't necessarily point to the JDBC driver, just that your webapp is ill-behaved.

The above indicates that the WEB-INF/web.xml for the webapp is incomplete; read the servlet
spec.
