Yes that jar is there.  I also decreased log level to FINEST and received classloader ouput
in the following order,

FINE:       Returning class interface org.springframework.beans.factory.InitializingBean
Mar 18, 2010 9:50:27 AM org.apache.catalina.loader.WebappClassLoader findClass
FINE:       Loaded by WebappClassLoader
  delegate: false
  repositories:
    /WEB-INF/classes/

Then sometime later

FINE: loadClass(com.citi.cpm.util.SystemPropertyInitializingBean, false)

FINE: loadClass(com.citi.cpm.util.SecureDriverManagerDataSource, false)

FINE:   Returning class from cache

In the first log block it seems to indicate the spring class has been located. In the second
block the " Returning class from cache" output does not specify which class was returned.
 The Exception block shows " com.citi.cpm.util.SystemPropertyInitializingBean"  which is indicated
in the second block.

Any Advice?

Did you put your Spring *.jar files into WEB-INF/lib folder of your
web application?
