Something's not right - the classloader should always be able to retrieve the properties file,
even if it has to extract it from the jar again.

You appear to be running on Windows; have you tried setting the antiJARLocking and antiResourceLocking
attributes in the webapp's <Context> element?

You might want to move up to 6.0.24 just to see if anything changes.
