Just to make clear one thing.

If you edit the context.xml (that will be automatically copied from your war archive to conf/Catalina/localhost/WEBAPP.xml)
your webapp will be redeployed.

That means, that the server will NOT be restarted, but your webapp WILL be redeployed (which
will result in downtime for your users).

Put context.xml in META-INF directory of your webapp.
