What do you mean by "all the dlls"?  The only one I'm aware of is tcnative-=
1.dll, and it's normally placed in Tomcat's bin directory.  Make sure you g=
et the 32- or 64-bit version, as appropriate for the JVM you're running, an=
d make sure it's level 1.1.16.
